Solution:
This error occurs if the manifest file specified when you initiate a CreateJob request is saved using UTF-8 encoding.
- Open the manifest file in Notepad.
- Choose File, then Save As.
- For Encoding, choose ANSI, and then choose Save.
- Send the CreateJob request again.
